App modernization costs $50K-$500K+. A decision framework for when to refactor, rebuild, use the Strangler Fig pattern, or walk away.

I inherited a 7-year-old Rails monolith. Test coverage: 12%. Deployment: SSH into production. Three original devs left with no documentation. Leadership wants one answer: rebuild or refactor?
Refactor (keep codebase, improve incrementally): $50K–$200K, 8–20 weeks. Rebuild (new codebase, modern architecture): $150K–$500K+, 16–30 weeks. Strangler Fig (incremental replacement): $100K–$300K, 12–24 weeks. The decision: refactor when architecture is sound but code quality is poor.
