Edtech apps cost $120K-$500K+. Why FERPA compliance and LMS integration are prerequisites for district procurement, not features to add later.

It took us fourteen months to close our first school district. Not because the product was wrong. Because we did not understand that districts buy software the way governments buy aircraft carriers – procurement committees, board approvals, summer-only implementation windows, and a pilot period that consumes a full school year before a purchase decision happens. This guide is what I wish I had read before writing a single line of code.
Education app development from a U.S.-based mobile agency in 2026 costs $120,000–$500,000+ for an MVP and ships in 14–28 weeks. The app itself is not the expensive part – FERPA compliance architecture, LMS integration (Canvas, Schoology, Google Classroom, Clever), accessibility requirements (WCAG 2.1 AA), and the data privacy review process districts require before any software touches student data are what extend timelines and budgets. Simple edtech consumer apps (direct-to-student or parent) run $120K–$200K. Institutional edtech (district/school-sold) runs $250K–$500K+ because the compliance and integration requirements are structural, not optional.


Consumer edtech is sold directly to students, parents, or individual teachers through the App Store or web. Think Duolingo, Khan Academy, Quizlet. Distribution is app store / web; monetization is subscription or freemium; compliance burden is lower (COPPA if under-13, but no district procurement hurdles); LMS integration is optional.
Institutional edtech is sold to school districts, universities, or educational institutions. Think Clever, Schoology, Nearpod. Distribution is through district procurement; monetization is per-student or site license; compliance burden is high (FERPA, COPPA, Student Privacy Pledge, district-specific data privacy reviews, accessibility audits); LMS integration is required.
The build cost difference is significant. A consumer edtech MVP might cost $120K–$200K. An institutional edtech MVP – with FERPA architecture, LMS integration, accessibility compliance, and the SSO and rostering infrastructure districts require – typically costs $250K–$500K+.
FERPA requires that education records are protected and that parents/students have rights to access and control their data. Edtech apps must have a FERPA-compliant data handling architecture – encryption, access controls, data retention policies, parental access rights, and data deletion capabilities.
COPPA applies to apps directed at or knowingly collecting data from children under 13. Requires verifiable parental consent before collecting personal information from children.
District privacy review is the practical gatekeeper. Most districts require software vendors to complete a privacy review (often using the Student Data Privacy Consortium's app vetting process or state-specific equivalents) before procurement. The review covers: what data is collected, how it is stored, who has access, what happens when the contract ends (data deletion), whether data is sold or shared with third parties, and security practices.
LTI 1.3 (Learning Tools Interoperability) is the standard. It provides: SSO from the LMS into your app, grade passback from your app to the LMS gradebook, deep linking for embedding specific content/activities in LMS assignments, and Names and Roles Provisioning for student roster sync.
Clever is the dominant K-12 integration platform. Clever SSO and Clever Rostering provide single sign-on and student/teacher roster sync that works across multiple LMS platforms. Supporting Clever effectively adds your app to the district's existing Clever portal.
Google Classroom API provides roster, coursework, and grade sync for schools running Google Workspace for Education.
The integration is not a weekend project. LTI 1.3 implementation with grade passback, deep linking, and roster sync typically takes 4–8 weeks of engineering. Supporting multiple LMS platforms adds complexity.
The test: ask whether the team has built an LTI 1.3 integration with grade passback, handled a district privacy review, and designed for WCAG 2.1 AA. If they have not done all three, they have built consumer apps, not institutional edtech.
